The Department of Health published the consultation documents on 2 October 2008. The National Framework is designed to help Primary Care Trusts apply a consistent and transparent approach to assessing the healthcare needs of children and young people, whilst working alongside Local Authorities. The Framework will apply to people aged under 18 only.
